The first Policy Axis includes measures that will contribute to increasing the readiness, resilience and quality of the services of the General Health System. By creating the necessary infrastructure, equipment and procedures, emphasis will be placed on strengthening public hospitals so that they become more competitive and able to deal with future health crises. The Axis also includes investments to strengthen civil protection and, in particular, the use of smart technologies for the effective handling of emergencies.
The purpose of the scheme is to provide monetary incentives to Public and Private Hospitals and Health Day Care Units to implement quality assurance through their accreditation according to ISQua standards.
This scheme aims to improve and validate the quality of health care services with the implementation of accreditation of hospitals, clinics and day- care facilities. The scheme will offer compensation that will reach 50% of the cost of consultancy services for the preparation of the health care facilities for inspection and accreditation with maximum amounts according to size of facility (beds) and number of specialties. As a second stage there will also be an increased compensation of 70% with the completion of the process and the accreditation of the facilities again with maximum amounts according to size of facility (beds) and number of specialties.
The scheme also covers costs in the same manner for hospitals or clinics that are already in the process of accreditation as well as accredited facilities that are moving to the next accreditation cycle but have not yet completed the process.
The preparation and accreditation will have to conform to the standards of the International Society for Quality in Health Care (ISQua) and be provided by consultants that are accredited for the provision of this service by ISQua or have the license to provide this service by ISQua. In this manner the interested parties have the flexibility to choose from a number of service providers involved in quality implementation in health.
