The Connecting Europe Facility is a key EU funding instrument to promote growth, jobs and competitiveness through infrastructure investment at European level.
This call is under the Connecting Europe Facility 2021-2027 – multiannual work programme for the transport sector and specifically aims at adapting sections of the TEN-T for civilian-defence dual-use (addressing both civilian and defence needs) in the context of the Action Plan on Military Mobility (for instance technical requirements on dimensions and capacity.
In accordance with Article 9(2)(c) and Article 12 of the CEF Regulation, studies and/or works, related to the following actions will be supported:
As provided in Article 12 of the CEF Regulation, such actions are to be located both on the TEN-T and on the EU military transport network established by the Council in November 2018, last updated in July 2019, including any future updates by the call deadline, as well as take into account the infrastructure requirements applicable to certain categories of dual-use infrastructure actions, as set out in the implementing act adopted pursuant to Article 12 of the CEF Regulation.

Projects of any budget are admitted. In order to ensure efficiency in EU funding interventions, applicants are strongly encouraged to submit applications for projects with a total requested EU contribution to the eligible costs of no less than €1 000 000.
In order to be eligible, the applicants (beneficiaries and affiliated entities) must be legal entities (public or private bodies) established in EU Member States (including overseas countries and territories (OCTs).
