Programme Description
Digital Europe Programme is the first EU programme that aims to accelerate the recovery and drive the digital transformation of Europe.
Worth €7.6 billion (in current prices), the Programme is a part of the next long-term EU budget, (the Multiannual Financial Framework), and it covers 2021 to 2027. It will provide funding for projects in five crucial areas: supercomputing, artificial intelligence, cybersecurity, advanced digital skills, and ensuring the wide use of digital technologies across the economy and society.
The Programme is fine-tuned to fill the gap between the research of digital technologies and their deployment, and to bring the results of research to the market – for the benefit of Europe’s citizens and businesses, and in particular SMEs. Investments under the Digital Europe programme supports the Union’s twin objectives of a green transition and digital transformation and strengthens the Union’s resilience and strategic autonomy.

Summary
This action will directly contribute to preserving the linguistic and cultural diversity in Europe while effectively implementing the European Common Data Infrastructure and Service MCP’s objectives in the area of language technologies. This action will have a strong impact on the deployment of large language foundation models and their applications such as generative AI.
Detailed Call Description
Building an ecosystem around large language and AI models in Europe will provide better autonomy for the use and sharing of European data and will reduce EU’s dependence on technologies from outside Europe.
This call addresses the second work strand which will support the coordination of a European Language Technologies ecosystem. This activity will bring together public and private organisations to provide infrastructure and support to developers and users of large language models, especially SMEs.
The infrastructure will act as advisory point, offer awareness raising and community building. It will support SMEs to onboard the large language models in their production workflows.
The work will be carried out in close collaboration with national initiatives, the Data Spaces, the AI on-demand platform, Testing and Experimentation Facilities, Digital Innovation Hubs, the EuroHPC Joint Undertaking’s supercomputing facilities and in synergy with the open-source foundation model action.

Eligibility For Participation Notes
In order to be eligible, the applicants (beneficiaries and affiliated entities) must:
- be legal entities (public or private bodies)
- be established in one of the eligible countries, i.e.:
- EU Member States (including overseas countries and territories (OCTs)
- non-EU countries:
- EEA countries (Norway, Iceland and Liechtenstein)
- other countries associated to the Digital Europe Programme (list of participating countries)
Targeted stakeholders: The action should be implemented by representatives of Member States.
Consortium composition: there are no prescribed requirements.
