THALIA: Foundations of Change, Prosperity, Equality and Development

Programme “THALIA 2021-2027” constitutes a multi-annual, multi-fund development Programme that was drawn up in accordance to the Article 22 of the Regulation (EU) 2021/1060 (Common Provisions Regulation – CPR), outlining the development strategy for the utilisation of the resources allocated to Cyprus through the Cohesion Policy Funds, for the period 2021-2027.

The total budget of the Programme amounts to €1.81 billion, of which €968 million comes from the EU Cohesion Policy Funds, while the remaining €842 million is the national contribution.

Scheme for the Digital Upgrade of Enterprises

Summary

The Scheme’s main objective is to enhance the integration of digital technology in SMEs that are established or to be established in areas controlled by the Cyprus Government.

The main objectives are:

  • Enhance the digital identity of business
  • Increase the amount of small and medium- sized enterprises that use information and communication technologies, including the e-commerce sector.
  • The promotion of digital entrepreneurship. Creating opportunities for new businesses through digital transformation
  • The promotion of digital technology and advanced digital actions technologies such as artificial intelligence (AI), Blockchain, computing cloud and big data.

Detailed Call Description

The Scheme is adjusted and will be implemented under Regulation (EC) No. 1407/2013 of the Commission of 18 December 2013 based on Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid.

Beneficiaries:

A. Existing SMEs that will invest in implementing digital upgrade technologies (including e- commerce). B. New SMEs whose investment proposal will concern e-commerce /e-shop and/or application of advanced digital technologies.

The following activities are not eligible for the purpose of the Scheme:

  • Business activities related to primary production, processing and marketing of agricultural products as listed in Annex I of the Treaty on European Union.
  • Activities related to fisheries and aquaculture.
  • The minimum proposed investment (eligible costs) is set to €5.000.
  • The grant is given as a percentage on the entire eligible investment (50%) with a maximum grant of € 50.000 per enterprise.
  • In the case of businesses that are established or will be established in mountainous and disadvantaged areas, the grant is given as a percentage on the entire eligible investment (60%) with a maximum grant of €60.000 per enterprise.
  • The total amount of de minimis aid granted to a single undertaking shall not exceed €200.000 over any period of three (3) fiscal years.
