The vision of the Programme is to contribute to a smart, sustainable and fair development for all across the Mediterranean Basin by supporting a balanced, long-lasting and far-reaching cooperation as well as multilevel governance.
Following the broad ambition of making the region smarter and more competitive, greener and climate resilient, more social and inclusive, and better governed, the call focuses on Green Transition Projects.
With a budget of €83.7 million, funded by the European Union, the call adopts a holistic approach to addressing the consequences of climate change, focusing on key environmental objectives (energy efficiency, circular economy, climate change adaptation and risk prevention, sustainable water management) and extending to other critical areas (decarbonisation of SMEs, green innovation, improving capacities to address climate change, adaptation of health systems to climate change, better governance for the development of effective climate policies). Therefore, the call concerns all axes and specific objectives of the Programme as follows:
Priority 1: A more competitive and smarter Mediterranean
S.O. 1.1: Research and innovation capacities and the uptake of advanced technologies
S.O. 1.2: Sustainable growth and competitiveness of SMEs and job creation in SMEs
Priority 2: A greener, low-carbon and resilient Mediterranean
S.O. 2.1: Energy efficiency and reducing green gas house emissions
S.O. 2.2: Climate change adaptation, and disaster risk prevention and resilience
S.O. 2.3: Access to water and sustainable water management
S.O. 2.4: Transition to a circular and resource efficient economy
Priority 3: A more social and inclusive Mediterranean
S.O. 3.1: Inclusive and quality services in education, training and lifelong learning
S.O. 3.2: Health care and resilience of health systems, including primary care, and transition from institutional to family – and community-based care
Priority 4: A better cooperation governance of the Mediterranean
S.O. 4.1: Fostering local governance models and processes through cross-sectoral, multilevel and cross-border partnerships

The call foresees 2 types of projects. Below are listed both the types and the budget per type of project:
Depending on the type of project, the total budget for Green Transition projects will range between €2m and €3.5m while the total budget for Eco-Youth projects will range between €700.000 and €2m. The EU co-financing cannot exceed 89% of the total eligible costs of the project, therefore the national contribution is at least 11%.
