Summary

It is expected that Networks of Towns projects reflect on a holistic narrative for Europe, one that is citizen-oriented, equality promoting, forward-looking and constructive that would be more engaging for the younger generation in particular. Projects may be based on the outcome of citizens’ consultations and may lead to debates about concrete ways to create a more democratic Union, to enable citizens to re-engage with the EU and to develop a stronger sense of ownership of the European project.

Networks of Towns should provide towns and municipalities the possibility to deepen and intensify their cooperation and debate in a long-term perspective, to develop sustainable networks and to outline their long-term vision for the future of European integration.

Detailed Call Description

Specifically, the objectives of the call is to:

  • promote exchanges between citizens of different countries, to reinforce mutual understanding and tolerance and give them the opportunity to broaden their perspective and develop a sense of European belonging and identity;
  • enable towns to engage citizens and communities in discussions and actions on the climate and the environment;
  • encourage cooperation between municipalities and the exchange of best practices;
  • support good local governance and reinforce the role of local and regional authorities in the European integration process.

While maintaining a bottom-up approach, specific focus could be given to:

  • Promoting awareness and building knowledge of the role of minorities, such as people with a minority and racial or ethnic background (for instance Roma and migrants), in European society and their contribution to Europe’s cultural development;
  • Identifying ways to further strengthen the European dimension and democratic legitimacy of the EU decision-making process and fostering free, open and healthy democratic governance in an era of low turnout in elections, populism, disinformation and challenges facing civil society, by supporting citizens’ active involvement in European political life and the exercise of their electoral rights;
  • Bringing citizens together to discuss actions on the climate and the environment, including energy-related issues, solidarity and sharing best practices, and thus contributing to increasing citizens’ engagement in society and ultimately their active involvement in the democratic life of the Union.

Activities may include, among others: workshops, seminars, conferences, training activities, expert meetings, webinars, awareness-raising activities, high-visibility events, data gathering and consultation, development, exchanges and dissemination of good practices among public authorities and civil society organisations, development of communication tools and the use of social media.

Call Total Budget

€6.000.000

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The grant will be a lump sum grant. This means that it will reimburse a fixed amount, based on a lump sum or financing not linked to costs.

Eligibility For Participation Notes

In order to be eligible, the applicants (beneficiaries and affiliated entities) must be legal entities (public or private bodies), established in EU Member States (including overseas countries and territories (OCTs)) or countries associated to the CERV Programme (list of participating countries). Lead applicants and co-applicants must be non-profit making towns/municipalities and/or other levels of local authorities or their twinning committees or other non-profit organisations representing local authorities.

Other eligibility criteria:

  • Activities must take place in at least two different eligible countries.

Consortium composition:

Proposals must be submitted by a consortium of at least 4 applicants (beneficiaries), which complies with the following conditions:

  • entities are towns/municipalities and/or other levels of local authorities, their twinning committees or other non-profit organisations representing local authorities; these entities must come from at least 4 different eligible countries of which at least 2 are EU Member States.
