Summary

This Permanently Open Call will target various topics aimed to address EIT Urban Mobility Innovation portfolio gaps, market failures, emerging trends and technologies, new policies and regulations, and other relevant events.

Detailed Call Description

This is a Permanently Open Call with different cut-off dates that will be announced at least 2 months before the set submission deadline. Each cut-off date will be specific in terms of topics to be addressed and requirements.

Proposals submitted to this Call for Proposals must support EIT Urban Mobility’s vision and mission and be aligned with at least one of the Strategic Objectives as stated in the Strategic Agenda 2021-2027. Five strategic objectives (SOs), as set out in the Strategic Agenda 2021-2027:

  • SO1 – Create liveable urban spaces
  • SO2 – Close the knowledge gap
  • SO3 – Deploy and scale green, safe, and inclusive mobility solutions for people and goods
  • SO4 – Accelerate market opportunities
  • SO5 – Promote effective policies and behavioural change

In order to reach the Call objectives, proposals submitted to this Call must implement at least the following two mandatory tasks:

  • To develop a new product/service/solution or significantly improve an existing product/service/solution, reaching full market readiness by the end of the project (Technology Readiness Level 8/9).
  • To conduct a demonstration of the product/service/solution.

The 5 topics that opened for the submission of proposals, under the present call, are the following:

  • Call Topic 1 – Hydrogen Technology:Bridging the Transition Gap. EIT Urban Mobility is looking for a project consortium to develop and commercialise hydrogen technology solutions capable of accelerating the hydrogen transition, by tackling at least one of the following challenges: (1) Improving Performance and Viability of Zero-Emission Hydrogen Vehicles, (2) Facilitating Early Diffusion of Hydrogen Infrastructures for Mobility, (3) Overcoming Regulatory Hurdles to Speed Up the Product Deployment, (4) Reducing the Cost of Hydrogen Technology Adoption.
  • Call Topic 2 – Employee Commute Analytics & CSRD reporting: EIT Urban Mobility is seeking a project consortium that can develop and commercialise a product that will support companies to report their scope 3 GHG emissions according to the new CSRD regulations by enabling cheaper and higher-quality data collection and analytics on employees’ commuting and business travel behaviours. The solution needs to be demonstrated with a relevant end-client, who is part of the project consortium.
  • Call Topic 3 – City buses & GSR2 compliance: EIT Urban Mobility is looking for a project consortium to develop and commercialise a comprehensive Advanced Driver Assistance System (ADAS) for city buses. The solution needs to incorporate all mandatory features, aiding bus manufacturers- particularly smaller and mid-sized ones from RIS countries with limited internal resources- in complying with the new GSR2 regulations.
  • Call Topic 4 – Integrating OnDemand Services for Inclusive and Accessible Public Transport: EIT Urban Mobility is seeking a project consortium to develop and commercialise Demand Responsive Transport (DRT) solutions in RIS countries, particularly in Eastern Europe. The solution needs to implement DRT to connect suburban areas and innovate DRT solutions for deep integration with wider public transport services.
  • Call Topic 5 – Multi-governmental Open Innovation Partnerships for Sustainable Mobility Solutions: EIT Urban Mobility is looking for a project consortium consisting of a government authority and SMEs to expedite market innovation among SMEs with targeted solutions for niche urban mobility challenges. The solutions must be scalable in the piloting city and replicable to other cities.

Applicants are invited to submit proposals using the PLAZA tool.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The EIT call budget is to be split between the 5 topics:

  • Call Topic 1: The EIT funding per topic is up to €1.000.000 with minimum co-funding rate of 33%. Two projects are expected to be funded. The duration of projects shall be 12-18 months (more than 12 months only if homologation is included as part of project)
  • Call Topic 2: The EIT funding per topic is up to €250.000 with minimum co-funding rate of 33%. One project is expected to be funded. The project duration shall be 12 months.
  • Call Topic 3: The EIT funding per topic is up to €300.000 with a co-funding rate of 20% for RIS countries (for other countries the co-funding rate of 33% applies) . One project is expected to be funded. This topic will be funded through the RIS scheme. The project duration shall be 12 months.
  • Call Topic 4: The EIT funding per topic is up to €250.000 with minimum co-funding rate of 33%. One project is expected to be funded. The project duration shall be 12 months.
  • Call Topic 5: The EIT funding per topic is up to €250.000 with a co-funding rate of 33%. Three projects are expected to be funded. The project duration shall be 12 months.

Eligibility For Participation Notes

Organisations from Member States of the European Union (EU), and Third countries associated to Horizon Europe (e.g. transport operators or authorities, business organisations, cities).

Consortium composition:

For Topic 1 the consortium must consist of at least 2 partners from 2 different EU countries or Third countries associated to Horizon Europe and no more than 4 partners.

For Topic 2 the consortium must consist of at least 2 partners from 2 different EU countries or Third countries associated to Horizon Europe and no more than 4 partners.

For Topic 3 the consortium must consist of no more than 2 partners from 2 different EU countries, or Third countries associated to Horizon Europe. The consortium must be made up of 1 commercial partner and 1 bus manufacturer as technology integrator and demonstration partner and the consortium must consist of organisations from RIS-eligible countries.

For Topic 4 the consortium must have at least 2 partners from 2 different EU countries or Third countries associated to Horizon Europe and a maximum of 3 partners and at least 1 Public Transport Operators/Authorities (PTOs and PTAs) from a RIS city as a relevant demonstration partner.

For Topic 5 the consortium must have at least 4 partners from 2 different EU countries or Third countries associated to Horizon Europe. The consortia must be led by a national, regional or city authority operationally linked to an existing and funded mobility open innovation programme. The consortium must also include at least 3 SMEs N.B.: at least 1 demonstrating city must be involved in the project: either as a consortium partner or through a letter of intent.

Participating in one of EIT Urban Mobility projects means being part of the EIT Urban Mobility community. All entities of selected proposals are asked to be part of the community and to choose one of the following membership categories when initiating their projects:

  • Gold members: they pay an annual fee of €30.000 and have full access to all benefit packages offered by EIT Urban Mobility.
  • Silver members: they pay an annual fee of €10.000 and have limited access to all benefit packages offered by EIT Urban Mobility. In the case of Small Enterprises and NGOs, a reduced annual fee of €5.000 will be applied.

Leading cities: with an annual fee of €10.000 they have full access to the gold membership package and the additional city-pecific services.
