Programme Description

PRIMA – Partnership for Research and Innovation in the Mediterranean Area is the most ambitious joint programme to be undertaken in the frame of Euro-Mediterranean cooperation.

The overall objective of the PRIMA programme is to build research and innovation capacities and to develop knowledge and common innovative solutions for agro-food systems, to make them sustainable, and for integrated water provision and management in the Mediterranean area, to make those systems and that provision and management more climate resilient, efficient, cost-effective and environmentally and socially sustainable, and to contribute to solving water scarcity, food security, nutrition, health, well-being and migration problems upstream.

Summary

Under the Annual Work Plan 2024 for the Partnership for Research and Innovation in the Mediterranean Area (PRIMA), the call PRIMA Section 2 Multitopics 2024 has opened for submission of proposals.

The topics that have opened under the present call are the following:

  • Thematic Area 1 – Water management in the Nexus: Topic 2.1.1-2024 (RIA) Effective water accounting approaches under crisis conditions: climate change and external shocks
  • Thematic Area 2 – Farming systems in the Nexus: Topic 2.2.1 (RIA) Revitalizing agroforestry practices for sustainable land use and climate resilience in the Mediterranean Region
  • Thematic Area 3 – Food value chain in the Nexus: Topic 2.3.1 (RIA) Leveraging urban and local food systems for sustainable food systems transformation

Detailed Call Description

The topics that have opened under the present call are the following:

  • Thematic Area 1 – Water management in the Nexus: Topic 2.1.1-2024 (RIA) Effective water accounting approaches under crisis conditions: climate change and external shocks. This call aims to promote innovative water accounting approaches that can enhance the gathering, analysis and communication of information related to water flows, fluxes, stocks, and consumption in selected watersheds/basins, with a view to improving the management of water resources, even in the face of changing climate as well as geopolitical and socio-economic shocks.
  • Thematic Area 2 – Farming systems in the Nexus: Topic 2.2.1 (RIA) Revitalizing agroforestry practices for sustainable land use and climate resilience in the Mediterranean Region. This call aims to support the revitalization of agroforestry systems, including silvo-arable and silvo-pastoral agroforestry, in the Mediterranean region. The objective is to identify innovative strategies and overcome barriers to the adoption and scaling up of agroforestry practices.
  • Thematic Area 3 – Food value chain in the Nexus: Topic 2.3.1 (RIA) Leveraging urban and local food systems for sustainable food systems transformation. Proposals should aim to strengthen regulatory frameworks for urban and periurban agriculture, paying particular attention to the unique challenges faced in the Southern Mediterranean countries. Furthermore, proposals should emphasize the role of incentives in encouraging sustainable practices among farmers and food producers.

Deadline:
The proposal must be submitted by the coordinator of the transnational project centrally to PRIMA and all the partners must submit the first stage pre-proposal to their National Funding Agency.

  • The deadline for the submission of stage 1 pre-proposals to PRIMA is 04 April 2024, 17h00 (Brussels time). The deadline for the submission of stage 2 full proposals to PRIMA is 26 September 2024, 17h00 (Brussels time).
  • The deadline for the submission of stage 1 pre-proposals to RIF is 11 April 2024, 13h00 (Cyprus time). The deadline for the submission of stage 2 full proposals to RIF is 03 October 2024, 13h00 (Cyprus time).

RIF also organises a webinar for the call on 20 March 2024.

Call Total Budget

€34.780.000

Financing percentage by EU or other bodies / Level of Subsidy or Loan

PRIMA considers that proposals requesting a contribution of at least €1.500.000 and with a duration of 36 months, would allow this specific challenge to be addressed appropriately.

The total budget of the Cypriot national call (announced by RIF) for Cypriot consortia within the transnational consortium amounts to €400.000 while the maximum funding per project per Cypriot consortium amounts to €200.000.

IMPORTANT NOTICE: Kindly note that there have been changes to the financial commitments of Greece, Morocco and Portugal. Greek applicants will not be able to receive funds for section 2 for 2024 calls.

Eligibility For Participation Notes

Legal entities established in the following countries and territories will be eligible to receive funding through PRIMA grants: Algeria, Croatia, Cyprus, Egypt, France, Germany, Greece, Israel, Italy, Jordan, Lebanon, Luxembourg, Malta, Morocco, Portugal, Spain, Slovenia, Tunisia and Turkey.

Additionally to the standard eligibility conditions, each participant in a bidding consortium must check their own eligibility for participation/funding in accordance to their national regulations. For Cyprus the National Funding Agency is the Research & Innovation Foundation (RIF).

For Greece the National Funding Agency is the General Secretariat for Research and Innovation (GSRI).

Please note that applicants from Greece will not be funded by GSRI. They can only take part in this Call as partners provided that they enter with their own funding. They cannot take part as coordinators.

Consortium requirements:

At least four legal entities established in three different countries considered as the Participating States (see above). Each of the three must be established in a different country considered to be PRIMA PS by submission deadline under the relevant call, out of which:

  • at least one must be established in an EU Member State or a third country associated to Horizon 2020 and not being a Mediterranean Partner Country (MPC); and
  • at least two must be established in a third country bordering the Mediterranean Sea (MPC)

Cypriot National eligibility conditions

The entities eligible for participation are: Research Organisations, Enterprises and Other Organisations (Other Private Sector Organisations or Public and Broader Public Sector Organisations). The number of organisations in the Cypriot Consortium should be between one to three (1-3).
