Programme Description

The second Policy Axis seeks to make a significant contribution to green transition and environmental sustainability, through the achievement of national targets for climate neutrality, energy efficiency and renewable energy sources. It promotes reforms in the fields of climate and energy, sustainable transport, water resources management and the wider environment.

This axis is also the most important in terms of the overall contribution of the Plan to the climate targets, which reaches 41% of the total budget of the Plan, with actions over €500 million that are diffused in almost all policy areas.

Summary

The Plan aims to promote energy saving investments in buildings and facilities, owned and/or used by small and medium enterprises and non-profit organizations. Specifically, energy efficiency measures are targeted in existing buildings as well as in existing facilities, infrastructures and production units that currently have a high energy consumption.

Detailed Call Description

Τhe implementation of installations involving the following costs must be carried out by installers registered in the registers of installers defined by the Scheme –  visit the Greek text.

The Grant Scheme aims to promote energy saving investments in buildings and facilities owned and/or used by small and medium-sized enterprises and non-profit organisations. Specifically, energy efficiency measures are targeted at existing buildings, as well as at existing facilities, infrastructures and production units that currently have high energy consumption. The main objective is to reduce primary energy consumption by 30% on average by all supported businesses.

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The types of investments covered by the plan are:

  1. Energy upgrade without adding photovoltaics: SME beneficiaries. Sponsorship rate of 40% on eligible expenses. Maximum amount of sponsorship €100 thousand.
  2. Energy upgrade with the addition of photovoltaics: SME beneficiaries. Sponsorship rate of 40% on eligible expenses with a maximum sponsorship amount of €150 thousand.
  3. Energy upgrade for upgrading existing buildings to buildings with almost zero energy consumption (KSMKE): Beneficiaries SMEs and NGOs. Sponsorship rate for SMEs 40% and for NGOs 60%. Maximum amount of sponsorship €300 thousand.
  4. Energy upgrade of NGO buildings: Beneficiaries only NGOs. Sponsorship rate of 60% on eligible expenses with a maximum sponsorship amount of €150 thousand.

Eligibility For Participation Notes

Beneficiaries are existing small and medium-sized enterprises of all economic sectors, except those falling under the Plan’s exclusion list (Appendix C of the Application Guide).
Also covered are investments by non-profit organizations that do not engage in economic activity and are registered either as Charitable Foundations or as Monastic / Ecclesiastical / Other Religious Authorities (for investments in monastic residences).
