Summary

BioAgora is a collaborative European project funded by the Horizon Europe programme. It aims to connect research results on biodiversity to the needs of decision-making in a targeted dialogue between scientists, other knowledge holders and policy actors. Its main outcome will be the development of a fair and functional Science Service for Biodiversity (SSBD), that will orchestrate processes and initiatives at the Science-Policy Interface at the European level.

Detailed Call Description

BioAgora will develop a Science Service for Biodiversity (SSBD) that fully supports the ecological transition required by the European Green Deal and the European Union’s Biodiversity Strategy for 2030. It will provide the scientific pillar of the EU’s Knowledge Centre for Biodiversity (KCBD).

The Science Service for Biodiversity will respond to this current gap in Science-Policy-Society Interfaces but will also foresee future needs. This entails the orchestration of science-policy-society interactions (SPSI) within the EU, which link scientific and non-scientific knowledge more efficiently with policymaking and implementation. By bridging the gap between scientific knowledge and policymaking, BioAgora seeks to create an inclusive platform where diverse actors can contribute to biodiversity conservation efforts. To achieve this aim, it is crucial to identify relevant actors and help them participate in science-policy-society interactions in a meaningful way.

BioAgora invites proposals for a wide range of capacity development activities that bridge the gap between scientific knowledge and policymaking. Supported initiatives may include, but are not limited to:

  • General Training on SPSI Skills and Competencies – Development of core skills and competencies as outlined in the JRC-Knowledge4Policy Competence Framework for researchers and policymakers.
  • Topical Capacity Development – Activities that enhance the implementation of the EU Biodiversity Strategy for 2030 by fostering collaborations between relevant actors and knowledge holders.
  • Training of Boundary Spanners – Innovative training methods for boundary spanners, enabling the exchange of knowledge, best practices, and the building of shared values across science, policy, and society.

Priority will be given to activities that emphasize innovative collaboration, co-learning, and cross-sectoral interactions to address systemic and policy-side challenges in biodiversity conservation.

Call Total Budget

€350.000

Financing percentage by EU or other bodies / Level of Subsidy or Loan

The maximum Grant per project is €175.000.

The number of expected projects to be founded is 2-5 projects, depending on project size.

The expected duration of participation is maximum 20 months starting earliest in May 2025. The activities shall be completed at the latest by December 2026.

Eligibility For Participation Notes

This funding call is open to legal entities or consortia of legal entities eligible for Horizon Europe funding. Projects should involve participants from across Europe and prioritize transdisciplinary collaboration, incorporating both social and environmental disciplines.
Applicants are encouraged to propose activities that target the following groups:

  • Scientists
  • Policymakers
  • Other relevant societal actors involved in biodiversity and environmental management.

Applications can be submitted by single legal entities or consortia. Proposals should focus on building capacities that address transdisciplinary collaboration, the inclusion of diverse actors, and the enhancement of science-policy-society interfaces. Applications should outline clear target groups and specific skills or competencies that will be developed through the proposed activities.

Applicants must meet the eligibility criteria for Horizon Europe funding. Co-financing from other sources is encouraged, but the proposed activities cannot be part of ongoing projects.
