European Maritime Fisheries and Aquaculture Fund (EMFAF)

Summary

The EMFAF supports the EU common fisheries policy (CFP), the EU maritime policy and the EU agenda for international ocean governance. It provides support for developing innovative projects ensuring that aquatic and maritime resources are used sustainably.

The fund helps achieve sustainable fisheries and conserve marine biological resources. This leads to:

  • food security through the supply of seafood products
  • growth of a sustainable blue economy
  • healthy, safe and sustainably managed seas and oceans

Programme Description

The EMFAF supports innovative projects that contribute to the sustainable exploitation and management of aquatic and maritime resources.

In particular, it facilitates:

  • the transition to sustainable and low-carbon fishing
  • the protection of marine biodiversity and ecosystems
  • the supply of quality and healthy seafood to European consumers
  • the socio-economic attractiveness and the generational renewal of the fishing sector, in particular as regards small-scale coastal fisheries
  • the development of a sustainable and competitive aquaculture contributing to food security
  • the improvement of skills and working conditions in the fishing and aquaculture sectors
  • the economic and social vitality of coastal communities
  • innovation in the sustainable blue economy
  • maritime security towards a safe maritime space
  • international cooperation towards healthy, safe and sustainably managed oceans

The programme management is divided between shared management and direct management:

  • shared management –  €5.311 billion is provided through national programmes co-financed by the EU budget and EU countries.
  • direct management – €797 million is provided directly by the Commission.

    The objective of this call for proposals is to facilitate the implementation of Maritime Spatial Planning in the EU, including through the effective application of Directive 2014/89 establishing a framework for MSP.

    This call is intended to fund projects developing innovative responses to tackle specific challenges that EU Members tates might encounter when putting into effect, monitoring and/or revising their maritime spatial plans.

    Many of these challenges are common to coastal Member States. Therefore, there is a shared interest in developing innovative responses that can apply within a sea basin and/or across sea basins. This means that projects should bring together participants from different Member States, located in a sea basin, or from different sea basins.

    To meet these challenges Member States will have to:

    • Reflect and align their maritime spatial plans to the ambition of the European Green Deal
    • Cater for cumulative impacts of ocean stressors

    It seeks to foster cooperation among the Baltic Sea Member States, as well as neighbouring countries cooperating with the EU Strategy for the Baltic Sea Region, between the public and private sectors, including investors, as well as civil and military entities, to identify and gather the data necessary to establish a list of priorities and conduct relevant risk assessments. This work will facilitate the exchange of best practices across different stakeholders and sea-basins and contribute to awareness raising.

    This call for proposals has the following main objectives:

    3. to promote and advance gender equality in the sustainable blue economy (e.g., countering gender stereotypes, conscious and unconscious bias, promoting equal pay, addressing poor working conditions, etc.) including through promoting blue career opportunities to girls from early education;
    4. to promote women’s leadership, entrepreneurship and participation in governance structures and decision-making mechanisms of public and/or private organisations of the sustainable blue economy.

    The actions funded under this call will help sustainable blue economy sectors, e.g., fisheries, aquaculture, shipbuilding, maritime transport, offshore renewable energy, blue bioeconomy, inland and offshore aquaculture, etc., to embrace a deep and structural change to facilitate and promote the inclusion of women in the wider maritime economy.

  • Action for a CISE incident alerting system
