The aim of the Programme Interreg Euro-Med 2021-2027 is to support the transition towards a climate-neutral and resilient society, ensuring a continuity with the 2014-2020 period Interreg MED programme. In this period, 2021-2027, it covers 69 regions of 10 EU countries (Bulgaria, Cyprus, Croatia, France, Greece, Italy, Malta, Portugal, Slovenia and Spain) plus 4 IPA candidate countries (Albania, Bosnia and Herzegovina, Montenegro and North Macedonia).The Programme has defined priorities and Specific Objectives (SO):

2.4: Promoting climate change adaptation and risks prevention
2.6: Supporting circular economy
2.7: Enhancing Nature & biodiversity
Building on the experience of the 2014-2020 programming period-Interreg Med programme, Interreg Euro-Med is a European territorial cooperation programme at transnational level. In this period it covers 69 regions of 10 EU countries (Bulgaria, Cyprus, Croatia, France, Greece, Italy, Malta, Portugal, Slovenia and Spain) plus 4 IPA candidate countries (Albania, Bosnia and Herzegovina, Montenegro and North Macedonia). The eligible geographic area extends around 25% of the area of the European Union and represents more than 140 million people (all partner countries included).
In line with the EU focus on environment and climate objectives, Environment is the main theme for the Interreg Euro-MED Programme, ensuring a continuity with the 2014-2020 period Interreg MED programme. It aims to support the transition towards a climate-neutral and resilient society in line with the European Green Deal, the Sustainable Development Goals of the United Nation, and the Territorial Agenda 2030.
The Programme has opted for a strategic approach around 4 operational missions that contribute to reach the overall goal defined:
Mission 1: Strengthening an innovative sustainable economy
Mission 2: Protecting and valorising the natural environment and heritage
Mission 3: Promoting green living area
Mission 4: Enhancing sustainable tourism
The Programme is embedded in the ERDF framework of European Territorial Cooperation. It defined priorities and Specific Objectives (SO) which fit into the 4 missions:

2.7: Enhancing Nature & biodiversity
SO 1.1 and 2.6 fit into the mission Strengthening an innovative sustainable economy

SO 2.4 fit into the mission Promoting Green living areas
All SO can fit into the mission Enhancing sustainable tourism, depending on their focus.
Moreover the Specific Interreg Objective 1: Better governance has also been included. Under this Objective thematic issues with different levels of policies will be better coordinated and the institutional capacity of Mediterranean authorities in transformative public policy, governance and cooperation will be increased. Coordination between multi-level bodies, programmes, strategies and initiatives will be enhanced.

The Programme is calling for proposals to support a better coordination among different levels of policies to approach thematic issues and to increase the institutional capacity of Mediterranean authorities in engaging in transformative public policy, governance and cooperation. Two types of projects are targeted under this call: Thematic Community Projects (TCP) and Institutional Dialogue Projects (IDP). Each Programme’s mission and all the thematic projects operating under it will be supported by one Thematic community project and one Institutional Dialogue Project.
