This call for proposals aims to support the creation of local/regional renewable energy communities (RECs) across the EU integrating local Agri food and Retail SMEs.
The creation of these RECs will contribute to reducing and stabilising the energy costs of their SME members. Support will be given by providing advisory and consulting services that facilitate the creation of RECs but may not be available to SMEs in the agri-food and retail sectors. This could be due to insufficient regional consulting / advisory capacity, or because of inaccessible prices for small companies.
To achieve these objectives, consortia selected through this call for proposals shall themselves organise one or more calls for expressions of interest for third party support. These calls shall offer legal and technical advisory and consulting services in order to support projects aimed at establishing RECs with agri-food and retail SMEs.

This topic implements an action mentioned in the ‘European Social Economy Action Plan’ aiming at increasing and reinforcing circularity partnerships amongst SMEs active in the social economy and mainstream (for-profit) businesses. B2B partnerships can be established along a specific value chain, within sectors such as waste stream, and across sectors. These could also involve public-private partnerships with public authorities, research institutes and be, for example, organised as clusters, circular hub or other form of partnerships.
By promoting and supporting such partnerships, this topic intends to strengthen the position of social circular enterprises (SCEs) in circular economy value chains. This can enable innovation for circular products and services in the ‘proximity and social economy’ ecosystem, improve circular processes as well as promote new business and organisational models. This action will contribute to the transition to a decarbonised economy which generates less waste.
Besides direct support to SCEs, this topic also aims to boost the development of transnational partnerships trough knowledge sharing, capacity building and joint actions through transnational collaboration. Calls for proposals for action grants in 2021 and 2022 will aim at providing financial contributions to organisations representing consumer interests in Members States or offering assistance to consumers in Member States, including in the form of Alternative Dispute Resolution (ADR). The applicants shall be supporting the enforcement of EU consumer law or facilitating the access of consumers to alternative dispute resolution (ADR) schemes compliant with Directive 2013/11/EU.
