Civil security for society (Cluster 3) (2021-2027)

Summary

This cluster responds to the challenges arising from persistent security threats, including cybercrime and cybersecurity as well as natural and man-made disasters.

Programme Description

Research in this cluster supports the following policies:

  • fighting crime and terrorism
  • border management (customs security and maritime security)
  • resilient infrastructure
  • cybersecurity (security of network and information systems and certification)
  • disaster-resilient societies (including against chemical, biological, radiological and nuclear (CBRN) incidents, climate-related risks and extreme events, geological disasters)

This Cluster comprises the following six Destinations:

  1. Better protect the EU and its citizens against Crime and Terrorism. Its goal is to bring improved prevention, investigation and mitigation of impacts of crime, including crimes as those exploiting digitisation and other technologies). Such an approach needs to be based on deep knowledge of human and social aspects of relevant societal challenges such as child sexual exploitation, violent radicalisation, trafficking of human beings, etc.
  2. Effective management of EU external borders. It focuses on ensuring strong European land, air and sea external borders. Also, it concentrates on the capability to carry out systematic border checks, including identity, health and security checks respecting the rights of travelers. Additionally, it provides integrated and continuous border surveillance, supporting the performance of EU data exchange and analysis IT systems, the better risk detection, incident response and crime prevention, etc.
  3. Resilient infrastructure. Infrastructures operate and function in a rapidly evolving socio-technological and threat environment with increasingly interconnected networks highly reliant upon one another, which presents both risks and opportunities for their protection. Therefore, they must be resilient towards different expected and unexpected events, emerging risks, be they natural or man-made, unintentional, accidental or with malicious intent.
  4. Increased Cybersecurity. It focuses on the improvement of societies capacity to shield the EU from malicious attacks and to address digital security weaknesses in general. Specifically, it maintains procedures to ensure the protection of the increasing number of connected devices and the safe operation of network and information systems, including the ones used in power grids, vehicles and transport systems, health system, finances etc, building also resilience to cyber-attacks and create effective cyber deterrence.
  5. A Disaster-Resilient Society, for Europe. It focuses on the confrontation of growing risks from anthropogenic and natural hazards that societies are facing, calling for enhanced capacities in risk and management and governance, including instruments for better prevention and preparedness, technologies and overall societal resilience.
  6. Strengthened Security Research and Innovation (SSRI). The SSRI Destination has been designed to serve equally to all the expected impacts of Cluster 3 ensuring the development of security technologies that are socially acceptable. It paves the way to the industrialisation, commercialisation, acquisition and deployment of successful Research & Innovation outcomes. Also, it focuses on safeguarding the EU autonomy and technological sovereignty in critical security areas by contributing to a more competitive and resilient EU security technology with industrial base.

    • Improved ability to map in real-time the source(s) of risk factors that could endanger the networked infrastructure supported by Earth Observation and geolocation data.

    The solution(s) proposed under this topic should allow easier and more flexible allocation and change of resources in border checks, for example to meet seasonal peaks. A possible use case is that of roll-on-roll-off ferries. That situation may generate long queues for border and security checks, while often being seasonal. A proposed solution should help perform border checks, as well improve the speed for detecting threats in vehicles, such as weapons and explosives, without people coming out of vehicles and without slowing down (dis)embarkment off or onto roll-on-roll-off ferries.

    Authentication of documents is relevant for border management, immigration or visa applications. Furthermore, it could also be relevant to combat other illicit activities, such as financial fraud. Facilitation of travel across external EU borders went and is further going through remarkable developments thanks to subsequent technological generations, and updated procedures and regulatory frameworks. From automated border control gates to “no-gate” solutions, and to “seamless travel”; from secure documents, to digitalised travel documents, and to “dematerialised travel documents” and “digital wallets”. All to ease border crossing for travellers, while maintaining border security against illicit or irregular crossings and protecting fundamental rights. This topic aims at exploring and developing enhanced capabilities for securely managing digitalised travel documents used for travel across external borders.

    A possible project focusing on the protection of critical infrastructures against such threat should consider gaps and vulnerabilities that need to be identified and overcome (e.g. protection of drinking water supply systems from high chemical levels, nuclear facilities, etc.).

    The successful proposal, following a sector-based approach and identifying a specific priority sector, should work on how to increase the combined cyber and non-cyber resilience operators.
