Culture, Creativity & Inclusive Societies (Cluster 2)(2021-2027)

Summary

This cluster aims to strengthen European democratic values, including rule of law and fundamental rights, safeguarding the cultural heritage, and promoting socio-economic transformations that contribute to inclusion and growth.

 

Programme Description

Cluster 2 focuses on specific challenges that are interconnected and reflect the social, political, economic and cultural concerns and expectations of European citizens. Specifically, this Cluster will address topics regarding democracy, cultural heritage, social and economic transformations.

Specifically, it will support the European Green Deal, maintaining a better manage of the migration and mobility topics as well as providing recovery responsiveness in case of future crises (similar to COVID-19 pandemic).

 

The work programme 2021-2022 of cluster 2 includes three destinations:

1. Democracy and Governance

Actions will reinvigorate democratic governance and improve trust in democratic institutions. They will help safeguard fundamental rights to empower active and inclusive citizenship. Activities aim to develop evidence-based innovations, policies and policy recommendations, as well as institutional frameworks to expand political participation, social dialogue, social inclusion, civic engagement and gender equality.

2. European Cultural Heritage and the Cultural and Creative Industries

Activities will promote better access and engagement with cultural heritage and improve its protection, enhancement and restoration. Research and innovation will support sustainable growth and job creation through the cultural and creative industries and contribute to integrate them into the European industrial policy.

3. Social and Economic Transformations

Actions will help tackle social, economic and political inequalities, support human capital development and contribute to a comprehensive European strategy for inclusive growth. This also involves understanding and responding to the impacts of technological advancements and economic interconnectedness with a view to social resilience.

    European languages are vehicles of our identity, behaviour and cultural perception. Communicating in their native languages, EU citizens connect with their cultural heritage, build their collective and individual identity and better understand the contribution of their national or regional culture to the European culture as a whole. However, in the globalisation era, some languages are dominating, leading gradually to a ‘language oligopoly’.

    Therefore, research should address tensions between globalisation and the preservation of European identities as expressed by languages, paying attention to policies and practices regarding the use of national and ‘international’ languages and their place in each country’s cultural, scientific, academic, social, political and economic life.

    Active labour market policies are widely used by European countries to improve the functioning of their labour markets by addressing skill mismatches, labour market segmentation, and by promoting the integration in the labour market of those facing difficulties in accessing it. Policies aimed at skill development could be effective in periods of low economic activity at the macroeconomic level, given that the opportunity cost of training programmes is lower in times of recession.

    More research is needed to survey the different types of active labour market policies enacted by the Member States, especially in the area of skills development during economic downturns, and their effects on people facing economic challenges, e.g. people at risk of poverty or workers whose job is at risk of automation or at risk of transformation due to transition to a decarbonised economy.

  • Protest politics and cultures of opposition in democracy

For this aim, proposals should investigate – building on existing literature and data – the most recent developments, especially as regards the pandemic-induced innovative e-democracy and e-participation solutions at all levels of governance (international, EU, national, regional, local).

    Proposals should comparatively assess legal frameworks across the EU that determine the irregular status of migrants, and comprehensively assess their impact.

    The COVID-19 crisis affects societies in multifaceted ways. Specifically, affects the public health threat, the economic dislocations, social disruptions and information disorder that test political processes and institutions.  In addition, the crisis also opens opportunities for positive change and innovative new solutions that research actions will help to identify and grasp. In this vein, research should examine the impact of the pandemic on populist and extremist discourses and proposals, and assess whether it has bolstered polarisation and the appeal of authoritarianism or whether, on the contrary, it has provided impetus and momentum for an effective uphold of democratic accountability and judicial control.
    Moreover, a stocktaking exercise should allow identifying whether the political trend emerging from the crisis is a demand for greater and improved collaboration and concerted action amongst EU Member States and Associated Countries or, on the contrary, an overall “renationalisation” of the EU and international spheres.
