The EUROSTARS Programme is an initiative of the EUREKA Organisation based on Article 185 of the European Treaty which allows the funding of joint research programmes between several Member States and the European Union. Cyprus participates in the Programme with a yearly dedicated budget of €500.000 which will cover the successful participation of Cypriot organisations in the Programme.
The primary goal of the Programme is to facilitate the participation of R&D Performing SMEs in research activities. R&D Performing SMEs are defined as those with 10% of their manpower in terms of full time equivalent (FTE) occupied in R&D, or 10% of their annual turnover dedicated to R&D or have at least 5% FTE dedicated to R&D for SMEs with headcount with 100 FTE employees or fewer, or have at least 10 FTE dedicated to R&D for SMEs with headcount of more than 100 FTE employees.
The EUROSTARS Programme combines the successful EUREKA bottom-up approach with national and community funding. The «EUROSTARS Cyprus» Action, supports the participation of Cypriot organisations in successful EUROSTARS projects. The participation of Cypriot SMEs in a Project is obligatory.

The EUROSTARS Cyprus Programme is the national funding scheme for Cypriot organisations wishing to participate in transnational projects of the EUROSTARS joint Programme. The present call covers the participation of local organisations in the first Cut-off-Date of the EUROSTARS-3 Programme and aims to support innovative enterprises for the development of new products, processes and services, through transnational projects and to commercially exploit the new knowledge.
